Daniel P. Bock brings nearly two decades of experience in environmental and natural resources law, litigation, administrative law, and property law to FSBR’s Water Resources, Municipal, Public Utility, and Litigation practice groups. With a career focused on protecting Michigan’s natural resources, Dan is a valuable addition to the firm’s growing work at the intersection of water, energy, and land use law.
Before joining FSBR, Dan served for 17 years with the Michigan Attorney General’s Office, most recently as Assistant Chief of the Environment, Natural Resources, and Agriculture Division. In that role, he led major litigation on behalf of the State involving the Great Lakes and Michigan’s inland lakes and streams, wetlands, sand dunes, and oil and gas permitting, as well as matters related to real estate and land use—providing him with extensive knowledge of the regulatory and legal frameworks that shape Michigan’s environmental policy. Dan also served as counsel to the Department of Natural Resources and the Natural Resources Commission, where he specialized in matters related to land use, wildlife management, hunting and fishing, and defending state law enforcement officers in civil litigation.
Dan’s experience includes leading litigation on high-profile matters such as the Line 5 dual pipelines in the Straits of Mackinac and representing the State in efforts to prevent invasive Asian carp from entering the Great Lakes. His specialized knowledge of environmental permitting and administrative appeals strengthens FSBR’s capabilities in helping clients navigate water resource issues, natural resource management, real property and land use issues, and energy development. Dan’s litigation experience includes extensive trial and appellate work at every level of state and federal court, as well as administrative hearings. In addition to litigation, Dan prides himself on advising clients on how to navigate the regulatory landscape, as well as training and mentoring aspiring litigators.
He has also advised on complex land use and real property matters, including real estate disputes, plat amendments under Michigan’s Land Division Act, and other regulatory issues tied to natural resource management. Dan’s extensive litigation experience across all levels of state and federal courts brings a strategic and seasoned perspective to clients facing disputes related to environmental compliance, permitting, or land use enforcement.
Outside of work, Dan enjoys time with his wife, three children, and their pets. He is a former competitive fencer and coach, having captained the University of Michigan fencing team and coached at Michigan State University. And he enjoys watching sports particularly Michigan and Michigan State football (he roots for Michigan State 51 weeks of the year).
Christopher Bzdok
Attorney, Troposphere Legal
Chris specializes in energy and environmental law. He also practices in the areas of local government, real property, and Indian Law. He has been practicing since 1997 and has handled hundreds of cases before public utility commissions in Michigan and other states. Chris received a bachelor of science with high honors from the University of Michigan and a law degree cum laude from Wayne State University.
Chris has served the community on many boards, including Traverse City Light and Power, the Grand Traverse County Board of Public Works, the Governing Council of the Environmental Law Section of the State Bar of Michigan, and Mayor of Traverse City. Chris taught Environmental Law and Water Law courses for several years as an adjunct professor at Michigan State University College of Law. He lives in Traverse City with his wife and two children
Professor James Chen
Justin Smith Morrill Chair in Law, Professor of Law, Michigan State University
An attorney and professor of law with more than three decades of experience in the law of regulated industries, economics, and regulatory policy, James Ming Chen holds the Justin Smith Morrill Chair in Law at Michigan State University College of Law. Professor Chen’s scholarly works and teaching assignments have spanned administrative law, agricultural law, antitrust, constitutional law, economic regulation, environmental law, industrial policy, legislation, natural resources law, remedies, state and local taxation, and securities regulation. He conducts extensive research in computational social science, which applies machine learning and other data science methods to problems in economics and finance. He has held visiting appointments at universities in Croatia, France, Germany, Italy, Slovakia, and Spain. Professor Chen is an elected member of the American Law Institute and has served as a public member and a senior fellow of the Administrative Conference of the United States. He clerked for Justice Clarence Thomas of the Supreme Court of the United States and Judge J. Michael Luttig of the United States Court of Appeals for the Fourth Circuit. Professor Chen received his law degree, magna cum laude, from Harvard University and a master’s degree in data science from Northwestern University. He was a Fulbright Scholar at the University of Iceland and is a member of Phi Beta Kappa.

Vince is a shareholder attorney at Cunningham Dalman, P.C. in Holland, Michigan. Vince chairs the Professionalism and Education Committee for Michigan Association of Municipal Attorneys. Vince has practiced in areas of Municipal law for most of his legal career. Since 2002, he has served the City of Holland, Michigan and currently is the City Attorney. Vince previously worked as an Assistant Law Director for the City of Lima, Ohio and served as a Judicial Staff Attorney for Ohio’s 3rd District Court of Appeals before moving to Michigan in 2002. Vince earned is JD, with honors from Cleveland-Marshall College of Law at Cleveland State University and his B.A. from Wittenberg University.

Lisa J. Hamameh practices primarily municipal law, land use and zoning law. She earned her Bachelor of Science degree in Criminal Justice from Wayne State University in 1995 and is a 2000 graduate of Wayne State University Law School.
Lisa has been recognized by Michigan Super Lawyers for thirteen consecutive years – in 2011 and 2012 she was recognized as a “Rising Star” and from 2013-2024 she was included as a “Super Lawyer” for Government, Cities and Municipalities. She was also selected for Best Lawyers in America ® 2016-2026 in municipal law and as a Top Lawyer for dbusiness in 2014, 2017-2025. In 2014, Lisa was selected for the 2014 class of “Women in the Law” by Michigan Lawyers Weekly. Additionally, in 2011, she was awarded the Frances R. Avadenka Memorial Award by the Oakland County Bar Association, for her contributions to the community outside of the legal profession.
She is a frequent presenter at the Michigan Townships Association’s Annual Conference & Expo. She is a guest speaker at the White Lake Citizen’s Academy – Judicial Night. Lisa presents training sessions for municipal clients relative to parliamentary procedure, zoning and land use, ordinance enforcement, municipal civil infractions and criminal law updates.
Lisa is the co-author of a chapter on Liquor Licensing in the Michigan Institute of Continuing Legal Education’s publication Michigan Municipal Law, 2012; and a chapter on Plea Bargaining in Michigan Criminal Procedure, 2010. Hamameh authored the cover story for the Michigan Townships Association’s March 2016 publication Michigan Township Focus titled “What’s Brewing with Liquor License Regulation.” She authored an article for the Michigan Municipal League’s publication The Review, titled “Municipal Expenditures – Avoid Problems by Knowing the Law.” Lisa also authored an article in the Oakland County Bar Association’s publication Laches, titled “Sign, Sign, Everywhere a Sign” and co-authored an article for the same publication titled “Municipal Prosecutions 101.”
Lisa was elected to serve on the State Bar of Michigan’s (SBM) Board of Commissioners. She currently serves as its President. The SBM Board of Commissioners provide oversight to the State Bar on finance, public policy, professional standards and member services and communications. SBM is the governing body for the 42,000-plus lawyers in the State of Michigan.
Lisa was appointed to the Michigan Supreme Court’s Commission on Well-Being in the Law and she is member of the Board of Trustees of the Oakland County Bar Foundation.
Josh Hovey
Partner, Bellwether Public Relations; Representative, Michigan for Responsible Data Centers
Josh Hovey joined Bellwether Public Relations after nearly 12 years at Lansing-based strategic communications firm Truscott Rossman, where he served as vice president. In that capacity, he managed communications strategy and client service for organizations ranging from small local non-profits to Fortune 500 corporations.
Josh is a nationally accredited communications professional who is adept in strategic planning, media relations, digital media and crisis communications. He is perhaps best known for his work serving as communications director for the successful 2018 campaign to legalize recreational marijuana in Michigan and then following up that campaign by launching the Michigan Cannabis Industry Association in 2019. From 2008 to 2018, he also managed communications for the Coalition Protecting Auto No-Fault’s effort to reform the state’s auto insurance system in a way that would protect catastrophically injured auto accident survivors.
From 2006 to 2008, he was an assistant to Lansing Mayor Virg Bernero where he managed constituent relations and developed environmental and economic policy initiatives for the administration.
Josh has earned his Accreditation in Public Relations, certifying his professionalism and ethics, and his mentorship for younger professionals in the field. In 2018, Josh was recognized with the PACE Maker of the Year award, the highest individual honor from the Public Relations Society of America Central Michigan Chapter.
In addition to his role at Bellwether Public Relations, Josh also serves on several local boards including the city of Lansing Planning Commission, the Lansing Board of Zoning Appeal and the Lansing Regional Chamber Political Action Committee. When he is not volunteering with any of those organizations or at his desk at Bellwether Public Relations, you can usually find him cycling the back roads of Michigan, playing soccer or going to concerts with his wife.
A 2005 graduate of Michigan State University, Josh holds a bachelor’s degree in sociology, which he finds extremely helpful in understanding how to help clients connect with their target audiences.
Dawn King
Program Moderator, Vice-Chair, Government Law Section of the State Bar of Michigan, City Attorney, City of Southfield
Dawn King serves as the City Attorney for the City of Southfield, Michigan, where she is the legal authority and chief counsel for the municipal government. In this role, she provides legal guidance to City departments and the City Council on matters of local, state, and federal law, and is responsible for instituting or defending all litigation in which the City is a party.
Attorney King brings over 20 years of municipal law experience to her role, having first joined the City of Southfield in 2003 as an Assistant City Attorney. She later served as Deputy City Attorney before being appointed City Attorney by Mayor Ken Siver with approval of the Southfield City Council.
Attorney King earned her Juris Doctor from Thomas M. Cooley School of Law and a Bachelor of Business Administration from Michigan State University. She is a member of the Oakland County Bar Association and is admitted to practice in the United States District Court, Eastern Division.
Lindsey Mead

Lindsey Mead is an associate with the firm’s Business & Tax practice group in Lansing. Lindsey focuses on business law, business contracts, intellectual property, technology law and legal matters associated with business’ use of artificial intelligence (AI). She is also a member of the firm’s mergers & acquisitions deal team and licensing team.
In addition to her focus on business law, Lindsey is passionate about the arts and the film industry and how entertainment law intertwines with intellectual property and business law. She has expanded her practice to work in entertainment law, as well, assisting authors, influencers, podcasters, and more with contract review and negotiation.
Lindsey is particularly focused on supporting women‑owned businesses. She advises clients on obtaining and maintaining women-owned and minority owned business certifications. Lindsey is also committed to helping women-owned businesses in Michigan secure state-specific certifications.
Lindsey and Amanda sat down on the Small Business Association of Michigan’s Small Business Weekly Podcast to discuss how they assist their clients with obtaining women-owned and minority-owned business certifications.
Lindsey, along with fellow business attorney Amanda Dernovshek, co-hosts a podcast titled Businesswomen Talking, which provides a platform for women entrepreneurs in the state of Michigan to share their stories as business owners and discuss a number of legal topics that can pose hinderances for women leaders such as succession planning, IP protection, and entity selection/organization.
Lindsey began her journey with Foster Swift in (2022) as a Summer Associate before returning to the firm full-time in (2023). Lindsey received her Juris Doctor from The Ohio State University’s Moritz College of Law.
